    How is it we allow investors to leave units vacant in the Docklands while young people struggle to access housing in Melbourne? We have given legislators a free pass when it comes to economic policies that discriminate against those without means. This creates systemic inequality, and it needs to be addressed urgently.

    A group of people living on income support has been working with local councils across Adelaide to ask them to advocate on their behalf. As Newstart payments remain pitifully low, councils are caught up in these issues because they run community services that support the unemployed.

    Services are stretched. My son was discharged from services due to the loss of staff in the public system. Success with applications can come down to what a doctor emphasises in their report. At eight, he could reach out and place a piece of bread in a toaster, so the doctor ticked the 'prepare a basic meal' box.

    A disabled man is in prison because the justice system fails people with disability. Advocacy organisations highlight his case. The proposed de-funding of NSW and Qld advocacy systems will leave those states with reduced advocacy programs, just as more people with disability will be coming into contact with mainstream services.

If we are truly to build an inclusive and sustainable economy, it can't be just those in full time paid employment who are part of that economy. We take seriously the principles of neo-liberalism, letting the market decide. But we set limits on the market for the common good.

    The level of consultation prior to the announced changes was appalling. But that is water under the bridge. It's time to enunciate some clear principles, and for respectful consultations to take place investigating how those principles can be best applied. This must be done within the realistic political environment in which we find ourselves. At the same time the Catholic system should ensure its schools are more available to the poor, enacting Pope Francis's desire for 'a Church which is poor and for the poor'.

    'Labor-lite' or not, there are many investments contained in the budget which will work towards a more just society, including the securing of funding for the National Disability Insurance Scheme by raising the Medicare levy, and the needs-based approach to school funding, dubbed 'Gonski 2.0'. But among these commitments that seek to create a more equitable Australia, this budget again seeks to vilify welfare recipients, among the most vulnerable members of our community.
